USPS is using sea transportation to some countries, due to the inability to get packages onto the reduced amount of international flights.
Countries currently affected are listed below:-

It's important to note that mail service to some countries is currently suspended due to Foreign Postal Operator Service Suspension and also Due to Unavailability of Transportation
